NEW CRIMINAL JUSTICE FORUM LAUNCH

No Offence! will be launched on Wednesday 8th June to bring all of criminal justice together in a brand new forum for the first time.

 

Following on from a very successful pilot in which over 1700 members joined in 8 months from across 20 countries, the new independent website and forum, trading as a Community Interest Company, has been launched to fill a significant gap: to encourage all those who engage within criminal justice to come together in an independent, free, membership forum to network, build relationships and share information.

 

Cutting the costs of criminal justice is the number one priority for the UK government, currently costing £11bn per year and rising, £45,000 minimum per year for each offender (£2.38 cost per week for every UK taxpayer) 

 

Ken Clarke's promise to reduce prison numbers is gaining momentum with the imminent release of the 'Breaking the Cycle' paper.  The government's strategy to reduce prison numbers is based on what it calls the 'Rehabilitation Revolution,' which will see more offenders serving their sentences in the community rather than prison, meaning massive change for everyone.

The new forum will generate future income to support No Offence! by providing opportunity for organisations to recruit from within the membership at nominal advertising costs and also promote their events and services, with all profits ploughed back into the company with significant social benefit to the sector and to our communities.

 

The company consists of a small management team supported by an extensive bank of specialist volunteer moderators who feed specific specialist information into the forum and take part in and moderate discussions.

Offender Learning: The Future with the Further Education Sector

Changes to legal protection and advice services offered to members.

With effect from the 1st February 2011 our relationship with DAS will terminate and we will no longer be “insured” by them for legal advice and action.   This was a commercial decision taken by the NEC following an extraordinary rise in costs both last year and proposed for this. Existing casework already being managed by DAS will be unaffected as it arose whilst DAS were responsible for fulfilling their contract with us.

This service will be replaced with a three tier system covering the legal advice telephone helpline, procedures in the event of legal action being necessary to resolve a situation regarding employment and finally, a telephone number to call if you find yourself under arrest at a police station in relation to a work related incident or event and require the attendance of a solicitor.

Legal Action

In the event of you wishing to take legal action to resolve an issue or an incident relating to your employment, or your being advised to do so by the Law Express helpline, your first course of action MUST be to contact the PGA Office in London. Once your intent is registered, you will be sent a form asking you to outline the situation you are facing and the proposed legal course of action you wish to take. Once this is received, the decision on whether or not the Association can fund the case will be made by a panel in the same way as decisions were made by DAS. The panel will include the Association’s solicitor, Mariel Irvine, and will be based on an assessment of the probability of the action being successful. This step replicates the decision making process that our previous insurer used to take. Should the funding for your proposed action be approved, the Association’s solicitor will manage the process from that point on .

All legal matters are privileged and will be dealt with in confidence.

PGA appoint new President

Eoin Mclennan-Murray has succeeded Paul Tidball on his retirement to become the seventh president of the Prison Governors Association. (PGA) 

Eoin joined the Prison Service in 1978 having graduated from Queen Mary College, London with a BSc Honours in Biological Sciences. 

He has served in ten prison establishments, twice as Governing Governor, as well as spending four years in Prison Service Headquarters where he was Staff Officer to the Director General and then the manager responsible for development and national roll out of the accredited cognitive skills and sex offender programmes. 

He also spent two years on secondment to the Adult Basic Skills Strategy Unit within the Department for Education and Skills, where as Head of Employer Initiatives he held responsibility for developing national strategies to improve levels of literacy and numeracy within the work force. 

Eoin cites Governing of HMP Blantyre House, a resettlement prison in Kent as his personal career highlight. The establishment consistently had the lowest re-conviction rates of any prison in the United Kingdom. Elements of the pioneering work at Blantyre House on resettlement have now been replicated in many prisons throughout the Service, having a positive impact on both resettlement and influencing highly on reducing reoffending. 

He said, "I am delighted to take up the Presidency of the Prison Governors Association and look forward to both representing the interests and views of our membership as well as developing our professional links with other organisations within the criminal justice world" 

The Prison Governors Association exists to represent the interests of its membership and promote and support continuous improvement within the criminal justice system. 

The PGA membership of over 1400, includes Operational and Senior Operational Managers of grades A to F and Senior Civil Servants whose background is in operational prison management. The bulk of grades A to F occupy Governor, Deputy Governor and other governor grade posts in the public sector prisons of England and Wales, Scotland and Northern Ireland although many are serving periods of secondment in NOMS Headquarters and other Criminal Justice organisations.
